A token presale is when a particular ICO token is available for sale to certain members before it is publically sold in the ICO itself. Reasons to participate in a pre-sale includes favourable rates as opposed to the ICO.

It is number of transactions done per second. For example, there are 10 transactions of Bitcoin done in 1-minute. The TPS would be 10 transactions/60 seconds = ~0.17 TPS.
